The new countycurrency.org website resulted from my realization that I could accomplish what I wanted* without putting pressure on either property owners or on the county governments to give up anything.
The basic trick is to take advantage of the fact that government payables frequently come with 30 to 90 day waits during which businesses may be able to use the county currency for local goods and services.
Combine that with demurrage and it overcomes resistance while at the same time falling within legal precedent.
Note that the legislation in that hypothetical opinion is safe harbor. In other words it simply affirms the constitutionality to head off frivolous lawsuits.
