Then there is the “no bid” problem, which is not theoretical. A large land owner in my area recently ran a very well-organized, nationally-advertised auction of various sections and quarter-sections of his ranch – and received no bids.

He must have had a minimum bid or his land has some significant liability. Land that Indians claim is theirs by treaty or toxic cleanup.
