Hal Puthoff works on vector-scalar potentials, which theoretically provide a way to develop an undetectable source of energy. You could walk around the transmitter with a probe and never find either a magnetic or electric field. But if you put a wire around it you’d generate a current. He’s been working on a theory of such potentials for years, and only recently built a detector to his specifications, so that the effect can be demonstrated. He claims to have evidence of a range of energies similar to the electromagnetic spectrum, but not detectable through the existence of a field. If true, this opens the way to a new mode of looking at the cosmos, searching for intelligence.

I suppose it bears mentioning that Robert Zimmerman wanted to so-extend the SETI program in Puerto Rico where he lived and had worked on the Arecibo Observatory. He thought it would take a very small amount of money to do so. Of course, I’m not going to weigh in on that.
