Short version – government fickleness is the problem, in energy supply and elsewhere. There are two possible solutions:

  1. Governmental reform, especially of regulation.
  2. Poverty.

My guess is that we are going for solution #2. Once the electric supply becomes intermittent, we will learn that nuclear “waste” is dangerous only because it releases energy (i.e., it is valuable “fuel”). And we will learn we prefer pollution to poverty.
