I suspect - because it has an airfoil - it would be FAA-ish in terms of regulation. If we try to scale up (or down) compared to Starship modification requirements (by bureaucrats who are skilled at creating nothing - simply impeding in the name of “safety”) I wonder what the demands would be prior to “launch” permission.
This guy just cracks me up, every time, and I don’t know why.
