Grounding of Electrical Grid Power Transmission Facilities

I had never heard before that some power transmission lines are set up so they can use ground power transmission if one conductor is damaged or removed from service for maintenance. The ground terminal installations for the Pacific Direct Current Intertie (see 13:50 in the video) between Oregon and southern California in the U.S. are particularly impressive—perhaps the electromagnetic field emanating from the ground is responsible for some of the craziness on the Left Coast.
