Repairing a Vintage Aneroid Altimeter

This vintage precision aviation instrument, manufactured by the company founded by Paul Kollsman, inventor of the barometric altimeter, appears to have survived a career in aviation only to run afoul of sloppy packaging by an eBay seller and the gentle ministrations of shipment by “Fraudulent Express”. Can the delicate mechanism be restored to working order?

Note that this type of altimeter is just a very sensitive barometer with the ability to set its zero point to the barometric pressure at sea level or terrain height of the region where the aircraft is operating. This barometer reading is usually given to pilots by the control tower at airports where they are taking off or landing.
