Sounds like the ghost of E. H. Harriman needs to hire some Pinkertons to man those containers with shotgun-toting rent-a-cops to put an end to this plunder.

A more practical solution is to get as far away from California as possible. There are so many broken aspects to the state that hiring the Pinkertons (or their equivalent) won’t make much difference.
