Water transport from Europa to the inner solar system might be accomplished with something like the cis-lunar momentum exchange systems, but with an exponentially increasing flow. The outward bound mass would not be as massive as the inward bound mass, so the outward bound mass could be nothing but water tanks and additional momentum exchangers (eg tethers).
