The easiest way to tell that a paper plate is a fake is if it is made out of paper. That gives you about a 97% chance of being right that it’s a fake.
If you want to raise the odds to 99.99% **, inspect the vin number on the plate and compare it to that on the dashboard vin placard.
Criminals will not put the correct vin on the fake plate. If the plate falls off and is found, a correct vin number could lead to the criminal. So the criminal will switch around a couple of digits.
Or the criminal could have cloned one of the legitimate 3% of paper plates. All it takes is an accomplice at the DMV, a car dealer group, insurance company, law enforcement, etc. to look up a recent registration on a similar car and tell the criminal what the paper plate number is. So, again, the vin will not match.
** The 0.01% is where the salesman at the dealership installs the wrong plate.
An interesting thing that happened to me: I was pulled over and the officer asked why I have a plate that is for a Dodge Caravan. I was driving a Ford truck.
The back plate did not match the front. I had no clue. There was some mistake when the sent me plates and I never noticed.
I would think your rear license plate was stolen by a crook, replacing it with another plate. That is a common way criminals make their criminal cars less easy to follow/find.
