Yes. It was an elective surgery, and so he had time to check out his options. He had previously worked in Thailand, and was aware of the high standard of some of the hospitals. Even including the costs of flying from the US to Bangkok, it was significantly cheaper than having the surgery in the US.

Elective surgery in the US, absent insurance, is always preceded by a wallet biopsy.
