No, it’s not. England was “successful, peaceful, orderly, prosperous, technologically advanced, democratically sound” until recently. Three guesses for the explanation for the change.
No disagreement there. The point is that it was inaccurate (wrong) for Ms. Wax to praise an England that no longer exists. If she had made the assertion that England once upon a time was “peaceful, orderly, prosperous, technologically advanced, democratically sound”, but that England has now gone – then I would have wholeheartedly agreed with her.
The Roman Empire once established world peace for over a century, and created prosperity for millions of citizens. But that was then, and this is now.
If Ms. Wax wanted to outline her views on where England lost the plot and fell away from those characteristics, that would have been useful.
Knowing a bit about professor Wax, I’m pretty sure that what she had in mind.
Edit: In the context given in the New Yorker article, Amy Wax is “… known in recent years for her belief in the superiority of “Anglo-Protestant culture.” I think we can agree that England is no longer an exemplar of Anglo-Protestant culture. This was precisely the point I made, above.
I didn’t take the quote that @Citizen_bitcoin posted by Amy Wax as a statement of current England. I think she was using a bit of nuance in asking the question. Whether these countries exist today or not, anyone can easily point to countries in history that did meet the description. To the degree they no longer meet the description or never did meet the description, a person can easily recognize the cultural differences.

Pre-CovidScam, I was on a business trip in Western China. Our partners took us on a weekend trip to Xi’an – the Terracotta Army – and we joined a tour of the city. This was a tour for ordinary Chinese citizens; we were the only foreigners there. One of the highlights of this Chinese tour was a visit to the Muslim Quarter and its mosque, which was in beautiful well-maintained condition.

The consistent problem for humanity is that the kind of person who comes to dominate in any system – religious, communist, capitalist, democratic – works by dividing the population to conquer & control it (us). Identify an “enemy”; provoke the “enemy”; then marshal a reaction when the “enemy” responds. But enough about Our Betters’ proxy war in the Ukraine.
