U.S. Department of Homeland Security Creating “Disinformation Governance Board”

I have written several times recently about my increasing belief that “disinformation” is about to become the Current Thing. Well, here we go again.

Fox News reports “[Homeland Security Secretary Alejandro] Mayorkas testifies DHS is creating 'Disinformation Governance Board’”.

Homeland Security Secretary Alejandro Mayorkas testified Wednesday that the Department of Homeland Security is creating a “Disinformation Governance Board” to combat misinformation ahead of the 2022 midterms.

Mayorkas appeared before the House Appropriations Subcommittee to discuss the fiscal 2023 budget for the Department of Homeland Security.

Rep. Lauren Underwood, D-Ill., cited reports on how minority communities are being targeted in misinformation campaigns and asked Mayorkas what DHS will do to address it.

Mayorkas said a “Disinformation Governance Board” had recently been created and will be led by Undersecretary for Policy Rob Silvers co-chair with principal deputy general counsel Jennifer Gaskill.

“The goal is to bring the resources of (DHS) together to address this threat,” Mayorkas said, adding that the department is focused on the spread of disinformation in minority communities

Then, a few hours later, Politico reported that one Nina Jankowicz had been picked to be the board’s executive director.

DHS is standing up a new Disinformation Governance Board to coordinate countering misinformation related to homeland security, focused specifically on irregular migration and Russia. Nina Jankowicz will head the board as executive director. She previously was a disinformation fellow at the Wilson Center, advised the Ukrainian Foreign Ministry as part of the Fulbright Public Policy Fellowship and oversaw Russia and Belarus programs at the National Democratic Institute. Who is she? Well, here she is on Twitter.

“…committment to protecting free speech, privacy, civil rights, & civil liberties” … “advised the Ukrainian Foreign Ministry”—nothing to see here.

As if the Orwellian department name, Department of Homeland Security, from 20 years ago was not enough.

Perhaps we can define a number of levels of Orwellian names before we reach the level that starts disappearing enemies of the state. My assumption is no more than three which in this case will be something like: the DHS DGB Special Enforcement Unit.

And then, today, 2022-04-28, from the U.S. White House, “FACT SHEET: United States and 60 Global Partners Launch Declaration for the Future of the Internet”. (Emphasis mine)

The Internet has been revolutionary. It provides unprecedented opportunities for people around the world to connect and to express themselves, and continues to transform the global economy, enabling economic opportunities for billions of people. Yet it has also created serious policy challenges. Globally, we are witnessing a trend of rising digital authoritarianism where some states act to repress freedom of expression, censor independent news sites, interfere with elections, promote disinformation, and deny their citizens other human rights. At the same time, millions of people still face barriers to access and cybersecurity risks and threats undermine the trust and reliability of networks.

Democratic governments and other partners are rising to the challenge. Today, the United States with 60 partners from around the globe launched the Declaration for the Future of the Internet. Those endorsing the Declaration include Albania, Andorra, Argentina, Australia, Austria, Belgium, Bulgaria, Cabo Verde, Canada, Colombia, Costa Rica, Croatia, Cyprus, Czech Republic, Denmark, Dominican Republic, Estonia, the European Commission, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Jamaica, Japan, Kenya, Kosovo, Latvia, Lithuania, Luxembourg, Maldives, Malta, Marshall Islands, Micronesia, Moldova, Montenegro, Netherlands, New Zealand, Niger, North Macedonia, Palau, Peru, Poland, Portugal, Romania, Senegal, Serbia, Slovakia, Slovenia, Spain, Sweden, Taiwan, Trinidad and Tobago, the United Kingdom, Ukraine, and Uruguay.

The flowery “A Declaration for the Future of the Internet” [PDF] is a piece of work, containing three uses of “disinformation”. Here’s a bullet point at random:

  • Promote safe and equitable use of the Internet for everyone, without discrimination based on sex, race, color, ethnic, national or social origin, genetic features, language, religion or belief, political or any other opinion, membership of an indigenous population, property, birth, disability, age, gender identity or sexual orientation

Didn’t they leave out a few dozen?

And, from the home of the NSA and the ringleader of the “Five Eyes” (all of which are signatories), we have:

  • Protect individuals’ privacy, their personal data, the confidentiality of electronic communications and information on end-users’ electronic devices, consistent with the protection of public safety and applicable domestic and international law.

Ahhh, yes…the old “consistent with” trick.

I’m sure that with the global geopolitical clout of Andorra, Cabo Verde, the Maldive Islands, Malta, the Marshall Islands, Micronesia, and Palau on board, the “Future of the Internet” is assured.

What if, in Thomas Paine’s time, HRH George III controlled all the paper, parchment, printing presses and ink? What’s that quote about those who forget history and repeating it? Or, has satiation of all the pleasure and comfort receptors in modern brains (bread, video games and circuses) extinguished the impulse for liberty; i.e. has ‘hedonic license’ (as Bork called it) replaced what used to be regarded as the essential human-agency longing for liberty? I see little pushback.

Second, the first instance of someone observing this POS gov agency should be followed by a complaint seeking injunction on the grounds of violations of the 1st Amd.

Does anyone find it odd that this is suddenly top in the news while the Left/Surveillance State lost its biggest online speech killer?

Like what Russia is doing in Ukraine?

With apologies to Hypatia and anyone else on the distaff side, there is something I have to get off my chest – if that is not a Haram expression in these decadent days:

I am old enough to remember those high school debates where earnest teenage females would stand up & argue that the world would be a much better place if women were in charge. Meanwhile, we hormone-tormented teenage males would focus on her legs and not hear what she was saying – but then vote for her side anyway because she was cute.

With the passing years and Politically Correct active discrimination in favor of females, we now have the world that those earnest teenage girls wanted, although it would be hard to argue that the rise of women overlords has in fact made the world better. Instead, we have learned an important lesson: The average woman is like the average man – Average !

We are now learning a refinement of that maxim: The average female bureaucrat or politician is like the average male bureaucrat or politician – Average, if we are lucky.

An update: “Biden’s ‘Disinfo’ Board Paused, ‘Scary Poppins’ Drafts Resignation”

Look out, here it comes again!

https://twitter.com/DHSgov/status/1526988380155924481

And who is this Michael Chertoff? Here is the Washington Free Beacon, “Homeland Security Pick To Clean Up ‘Disinfo Board’ Pushed Disinfo Himself”:

The Biden administration is calling in backup to bail out its Disinformation Governance Board just days after a disastrous launch. Their ringer is a former government official who blamed Russia for the Hunter Biden laptop story.

And Jamie Gorelick? A few clips from her Wikipedia page:

While serving as Deputy Attorney General under Bill Clinton, Gorelick spoke in favor of banning the use of strong encryption and called for a key escrow system to allow the Federal government access to encrypted communication.

Even though she had no previous training nor experience in finance, Gorelick was appointed Vice Chairman of Federal National Mortgage Association (Fannie Mae) from 1997 to 2003. She served alongside former Clinton Administration official Franklin Raines. During that period, Fannie Mae developed a $10 billion accounting scandal.

In an additional scandal concerning falsified financial transactions that helped the company meet earnings targets for 1998, a “manipulation” that triggered multimillion-dollar bonuses for top executives, Gorelick received $779,625.

A 2006 report of an investigation by the Office of Federal Housing Enterprise Oversight into Fannie Mae’s accounting practices and corporate governance revealed that from 1998 to 2002 Gorelick received a total of $26.5 million in income from Fannie Mae.

It’s weasels all the way down.

Predictably (?) Nina is back in the news. Now for registering as a foreign agent (source)

This is being reported

Jankowicz began her work with CIR in September of this year with the launch of the Hypatia Project, which aims to combat “gendered abuse and discrimination.”

So, what is the Hypatia project you ask? As it happens, here is a blog post explaining that, and more.

During Kamala Harris’s historic Vice-Presidential campaign, she faced a torrent of online abuse and lies that claimed she “slept her way to the top.” Online abusers claimed Prime Minister Jacinda Ardern of New Zealand was secretly transgender. Critics of India’s President Narendra Modi have been targeted by a torrent of hate and even deep fake pornography.
